Kentucky has received notice from the federal Centers for Medicaid and Medicare Services that it has deemed Kentucky’s Medicaid managed care systems prepared for this week’s transition of more than 500,000 Kentucky Medicaid recipients to managed care.
“This final federal approval means that beginning tomorrow, more than half a million Kentuckians will transition into managed care – a system which will deliver better health outcomes while saving hundreds of millions of dollars for Kentucky taxpayers,” said Gov. Steve Beshear in making the announcement. “We have worked hard to make the transition as seamless as possible, and I appreciate the collaborative efforts that allowed us to reach this goal under aggressive deadlines.”
In July, Kentucky was awarded four contracts to managed care organizations to provide health care services to Medicaid recipients statewide. The move to statewide managed health care is projected to save taxpayers $1.3 billion over the course of the new, three-year contracts – $375 million of which is in General Funds.
“I think WellCare will be a good partner for us,” said Parks. “We chose them because we felt like the administrative requirements of their plan were not as cumbersome as some of the other (MCO) plans. They did not require as many services to be pre-authorized.”
Parks said the hospital will evaluate over the next 60-90 days on whether to sign with one or both of the other two organizations tapped to provide Medicaid services in the commonwealth. All three plans are vastly different in their administrative procedures, which makes managing them at one hospital very difficult, Parks said. Parks speculated that it is unlikely MCCH would sign with all three. If MCCH signs with another company, the hospital will need to hire additional staff to cover the administrative processes, Parks stated.

The Vital Statistics office has on file birth certificates from 1911 to the present. This office does not have records of births occurring prior to 1911, except delayed records of births for persons born before 1911 which have been established by affidavits and documentary evidence.
Certified birth certificates can be ordered and the required fee paid by phone, mail, Internet or by visiting the office. Please allow up to 30 working days for processing of all type of certificates ordered through the mail.
Note: The Kentucky Office of Vital Statistics cannot by law, provide free information from records, perform a genealogical search or verify whether a certificate is on file without a completed application form and the required fee attached. The Kentucky Vital Statistics office will, upon receiving the application and fee, perform a search of the records and if a certificate is on file, it will be mailed to you. The required fee covers the cost of the record search and no refunds are issued if a certificate is not found. The office does not issue non-certified copies or photocopies of certificates.
